Due to
non-sensitive approach of Government toward Toll policy decision ,the issue of
Toll plaza’s becoming a burning issue. One thing is very much clear that,
peoples never had objection for Toll on
roads , the main objection is “non-transparency” in the process . Saying that
the Government themselves forcing different political parties on protest will
turn right. Now it’s a high time that
Government must look for “one time solution ” for this burning issue.
As on today
there is no any concrete information about the expenditure on roads , rendering the tenders to
contractor, how much money to be refunded for the investment , which facilities
are mandatory for contractors , who is the monitory authority of all tender
policy , counting of vehicles and toll tenure . All such issues are in totally
darkness and is the main cause for continues protest for Toll plazas.
An electronic toll collection (ETC) system using radio frequency
identification (RFID) will turn best solution to overcome all objections and
bringing transparency. Radio-frequency identification (RFID) is a
technology to electronically record the presence of an object using radio
signals. Use of this technology will
turn concrete one time solution for toll issues. Radio-frequency identification
(RFID) technology can be used in number plates as Automatic vehicle
identification technique. To do this, it relies on RFID tags. These are small
transponders (combined radio receiver and transmitter) that will transmit
identity information over a short distance.
The proposed RFID system uses tags that are mounted on the
windshields/number plates of vehicles, through which information embedded on the tags are read
by RFID readers. The ETC
eliminates the need for motorists and toll authorities to manually
perform ticket payments and toll fee collections, respectively. Data information are also easily
exchanged between the motorists and toll authorities,thereby enabling a more
efficient toll collection by reducing traffic and eliminating possible human
errors (currently in case of toll these data are purposely manipulated).
RFID technology serves
the other purpose of security also. Number plates with RFID will be useful to
curb the duplication of number plates which is used in illegal activities. ETC
is also be useful to Toll contractors as it reduces the cost of handling. As it
is a faster process , the congestion of traffic at toll plaza can be avoided.
Use of technology is a
“win-win ” situation for both vehicle holders as well as Toll contractor. Since
there is no exchanging toll fees by hand motorist will be benefited with Faster
and more efficient service. Time and fuel saving are another advantage. Without
adding any more infrastructure toll contractors benefited with more capacity.
One of the major issue related to toll plaza
collection is its auditing. In most cases it is found that for investment of
15-20 crores the actual refund money to contractor is 5/6 times in 12 -15
years. If all matter is dig with use of RTI “toll collection ” will turn as a
one of the record breaking scam. As politicians and contractors have hand in
hand to dig up the matter is quiet difficult and because of this known fact
only the way of vandalizing is preferred. If ETC is brought into process these
over taxing of toll can be ruled out.
Toll supports states
the example of foreign countries where toll is mandatory. it’s ok . but they
are keep hand in gloves about the use of intelligent technology for toll
collection.
Off course if there is will
power , there are different ways to come
with concrete solution. If government seeks for ways , experts will come
forward with several solutions. The basic draught is “will power of government
” and reason behind that is well known to all including administrator ,
protestor , ruling and opposition parties , citizens and experts. To overrule
“TOLL’S ZOLL ” use of intelligent
technology seems to be the best solution. Its humble request to Government do
not waste time in justifying the importance of toll in development and in just dropping “crocodiles tears” on
burning toll issue. Peoples are also of the opinion that toll is need of hour
but dam sure that along with that “total transparency” adoption is indeed need of urgency.
