Property tax distribution needs to be people-friendly


     To have one’s own home is everybody’s dream and if it gets fulfilled in the satellite city, it will be nothing less than icing on the cake.
     Along with this, it is normal for each flat owner to have the property tax of the flat/bungalow in his/her name. Though this process should be carried out by the builder or developer, but due to selfish interests or due to some managerial problems, the property tax bill is sent in the name of the builder or developer, most of the time.


   The question does not arise in the case of registered societies which are very less in number. There are some societies which have sufficient number of flats to form societies but the builders or developers do not cooperate with them in doing so. In some cases, due to floor space index (FSI) restriction or small plots (like 12.5% scheme), the number of flats are not sufficient to form a society. Thousands of property holders suffer in the process of making property tax on individual basis. Property tax is becoming a headache for flat owners. Is it a mistake of the buyers?
    As the tax sent is combined, because of members who do not pay the tax, members who honestly pay the tax are harassed. This is injustice toward regular tax payers.

    Property tax plays a major role in the source of income for NMMC. Due to the above mentioned problems, property tax gets accumulated day by day. In Navi Mumbai, there are thousands of property tax payers who do not pay a single penny even though they have been occupying the flats /buildings for more than five to 10 years. This in turn affects the revenue of NMMC. Instead of offering different scheme for defaulters, property tax distribution system should be reviewed. In the name of long pending dues, offering schemes is injustice toward regular and honest tax payers.
In the mean time, there was a talk that Navi Mumbai will get 2.5 FSI, because of which some developers are not allowing the purchaser (NMMC requires NOC from them) to have property tax in his own name. They fear that in future, if FSI is increased, these people may become hurdles. Actually, it is the moral duty of the builder, but they do not care.


    Cidco and NMMC are the two authorities of Navi Mumbai. So, whenever registration is done by one of these authorities, it must be made mandatory for them to distribute property tax on individual basis according to the carpet area that belongs to the owner.
NMMC celebrated its 22nd foundation day this week. 21 years is sufficient time to review and restructure the policies. Instead of pointing finger every time at rules and regulations (laws), NMMC must take in account that laws are made for public convenience and not for exploiting the citizens.



     With reference to this, people have many number of questions in mind listed below which are needed to be answered by the concerned department of NMMC.
     

  •     If NMMC is sending property tax in the name of builder/ plot owner/developer (not in the name of flat owners) does it have any legal right for taking any action against flat owners in that building as a defaulter? 
    Is it not unjust for regular tax payers to mark late fees or fine due to non cooperation of some members?

  • Once NOC is issued by NMMC and a flat is registered with Cidco, why is it required to have the NOC of other members or developers to have property tax on individual basis according to carpet area?
  • Property tax is one of the major sources of income, so why does NMMC not take initiative to have a people-friendly system?
  • Is this not controversial that NMMC giving property tax individually to illegal structures is harassing people who purchased the property legally?
  • Generally, property tax is sent in advance. In spite of that, why is a delay charge marked month-wise before the due date?
It is a humble request to the concerned department to take this note positively to review the property tax distribution system and restructure the same to make it people-friendly.
