The dream project ‘ Swachh Bharat “ (clean India ), India’s one of the biggest ever cleanliness campaign launched by you on the occasion of 145 birth anniversary of father of nation Mahtma Gandhi. is a welcome move . By keeping in view all the habits of citizens , such drive to bring awareness was the need of hour. One thing is very much common that irrespective of education, class, religion we all are part of irresponsible approach about cleanliness outside our home. The common sense of Indian citizens which is not so common about cleanliness especially around common space is always questionable. As usual different of opinions is there about the need and success of this drive , but one thing is clear that most of citizens are in favor of drive as every single steps matters in every dream. Along with this cleanliness drive in different section urgently required and one section need urgent attention is Indian Bureaucracy i.e . Governance.
While supporting this mission , as a citizen I would request you to take drive “ swachh bureaucracy, swachh Governance , swachh Bharat.” (Clean bureaucracy , clean Governance ,clean India). One thing is very much sure that , to fill any dream the ‘Rajmarg’ is bureaucracy .Bureaucrats are the key roles for fulfillment of any dream. . The success of any scheme /project is totally depends upon implementation and implementation is duly depends upon the Governance .i.e. bureaucracy. Unfortunately this Rajmarg which holds vital role in Nation Building is most corrupt and insensitive. PMO office must take this issue urgently on agenda.
Success of democracy always relates with Governance. For successful democracy the basic need about the Governance is that , the Governance must be ‘Transparent ‘, ‘Accountable ’ and last but not least need is ‘ Responsiveness of administration ’.i.e. Responsiveness of bureaucracy . Unfortunately the ground level truth of Governance is that current governance is far away from filling these basic needs. By virtue of this in spite of knowing the capability ,determination ,passion and devotion of you as a PM , the success of implementation has always a question mark . One and foremost way to overrule this doubt of citizens mind is to start “ swachh bureaucracy, swachh Governance , swachh Bharat.” Mission in nearby future.
TRANSPARANET RECRUITMENT:
On state and Central level there must be permanent recruitment board like MPSC ,UPSC to fill up the all government post right from grampanchayat secretary . Indian democracy is impeded in ‘ chakravyooha’ of corrupt recruitment and later recovery of amount paid for it. Every post whether class iv or class II in every section of government , government under seeking PSU , semi government must be recruited only on ‘quality ‘ through the centralize transparent recruitment board. In recent scenario, just take the example of recruitment in municipal corporations or corporate banks , the recruitment process is totally biased and prone to corruption. The root cause for corruption is lies in the recruitment process is known fact.
TRANSPARENT TRANFERS AND POSTING:
Another major factor that is favoring the current corruption culture of governance is corrupt process of posting and transfer. There are some department and some special post of class 3 and class 2 for which crores of rupees are paid and some of the known departments are excise, custom, sales tax and income tax. Not only that for the posting of police constable in particular police station and traffic duty at particular chowk , lakhs of rupees need to paid otherwise the officials automatically gets sidelined.
To curb the corruption in posting and transfer , the GOVERNMENT OF INDIA should take decision of time bound ‘computerized posting and transfer process ‘ for all officials and officers.
Strict vigilance action :
When accidentally any employee gets caught by anti corruption body, the asset which is counted against his/her name underlines the depth of corruption. The question remains unanswered that how same person remains unattended by the next concern authority or vigilance section of the same department.
The need of hour is that , when any culprits found in reference to disproportionate asset ,same should be punished within 3 months so that person next to him will think hundred times before doing so. Recent fact is that thousand of employees enjoying the corrupt asset despite of getting caught by anti corruption authority. With such approach and implementation of law , at least 2/3 decades will be required to meet the dream of “good governance “ . To seized the all property of culprit and strict vigilance action are only the possible remedies to curb the corrupt mentality of employees.
The best way to accelerate the anti corruption action is to do video recording of every trap so that within 3 months the offence can be proved . Recent conviction rate is only 18 %. With proper use of technology same can be boosted to 80 /90 %.
with current process the employees are very much sure that no body is going to caught them as all works in chain and even though get caught red handed nothing is going to happen except 2/3 years suspension. The asset which is earn with corrupt method is always with them . This need to be changed.
Some other possible remedies :
- Implementation of citizens charter in every Govt. dept.
- Inclusion of responsiveness of official/officers to peoples mail/letters in CR’s .
- Compulsion of Biometric attendance to each dept.
- Exam based promotion process.
- Reservation only at entry level.
- Limitations to unions intervening in administration.
- Online declaration of asset on every year.
- Mandatory to reside at duty place.
- To Curb the political interference.
