part1: ‘No govt entity will accept graft in
its dept’
Heartiest congratulations to dna of
navi mumbai for its campaign about deemed conveyance facility of Cidco.
With consistent exposure to deemed
conveyance, dna has been highlighting its importance as well as the ground
level facts and figures about the same. Through this campaign, dna of navi
mumbai has set the best example of use of journalism for people’s cause and
impact of positive journalism.
The most important effect of this
kind of journalism is that both the sides get an opportunity and platform to
express their views and can cross-check the same. A letter from Cidco public
relations officer and different letters from dna readers underlines the sides
of citizens as well as the town planning agency.
It’s true that no government entity
will accept corruption in their section and Cidco PRO’s clarification is on
that line only. But reality can’t stay buried for a long time.
If Cidco managing director and chairman
have a hundred per cent faith about the clarification laid by the PRO, then all
the staff, including officers, should not be hesitate in revealing their
property (in real) on the website of planning agency. Such an act will
definitely hold support to Cidco’s stand about non corrupt governance.
Secondly, I totally agree with dna
reader Narayanan SS, whose letter was published on August 12, appealing to both
Cidco executives and Navi Mumbaikars. Yes, I do have had experiences wherein
the government authority always shield themselves under one common argument
that “we have not received any written complaint?”
So, it is very much important to
express our grievances, always in written, to the concerned department.
Unfortunately, we people lag in that. We discuss issues on all platforms, but
never come forward when the time comes to write the complaint on paper.
One thing is very much sure that,
though late but today or tomorrow, the authority will definitely take a note of
a written complaint. This is true in case of every organisation. If one has a
fear in mind, then their experiences can be send without disclosing the
identity.
Lastly, it’s a humble request to dna
that switch over to NMMC. Like Cidco, the civic body too plays vital role in
Navi Mumbai. The media is one of the prominent pillar of democracy and to keep
a “third eye” on organisations that play vital role in nation building. Such
kind of journalism will turn gift to citizens in view of Independence Day.

As a reader of dna, I am consistently following the dna
for deemed conveyance campaign. Firstly, whatever clarification has been
extended by Cidco public relations officer is totally an eyewash and no
citizen who has dealt with Cidco will agree it.
Obviously, the clarification stands honesty towards the
organisation from which they are getting their ‘bread butter’. It’s unnatural
and unexpected, but this is the overall culture of our bureaucracy.
Of course, it is of no use in chewing the issue of
corruption. What is more important is to find out and implement the remedies
to curb it. To get of rid of any problem, intelligent way is to find out the
root cause of that problem.
Why deemed conveyance mandatory?
Before moving to remedial steps to curb corruption, I
would like to raise one question which is but natural that “Why is deemed
conveyance mandatory?”
On one side the government is granting rooms to slum
dwellers on the basis of land where they built the illegal hut. But while
doing so, their right on land is taken into account even though they do not
have any right.
The justice will be to avail the right of land when NOC
and OC is rendered to the society. After paying crores which includes the
cost of land/plot why activity of deemed conveyance forced on flat owners?
Such law itself stands unnatural and must be immediately removed. The state
government is showing that it is doing lot as regards to deemed conveyance,
but actually it has done nothing.
Remedial means to curb corruption
To overrule the problem, first and most important thing
required is to “accept the problem”. Cidco administration has to accept the
fact that there is corruption and it should find ways to curb it, which is
the dream of managing director Sanjay Bhatia.
The history of current MD is very much fair and Navi
Mumbaikars are confident that once he decides, he can make the departments
corruption-free at any cost. Since he has taken charge, he is marching toward
the “transparent governance”.
Implementation of citizen’s charter (implemented in CIDCO )
Citizen’s Charter aims to ensure the delivery of services
based on quality, promptness, transparency and customer choice realised
through the display of information related to services expected. If Cidco
makes it mandatory to its staff to deliver reply within stipulated period, it
will help lot to overrule deliberate delay in view of greasing the palm.
Single window system( Implimented by cidco)
This will be useful to get rid of bargaining which took
place between customer and employee. Don’t allow any customer to different
sections of Cidco. Avail the facility of single window so that employee
doesn’t get chance to find victimise the residents.

Active vigilance
Instead of asking citizens to run to ACB, Cidco
administration should make its vigilance department. Fifty per cent dream of
corruption-free governance can get fulfilled if honest officers are posted in
vigilance department. Give certain target to this department, otherwise it
will just stands as a white elephant for Cidco.
One thing is known that “if there’s a will, there’s are a
way”. Administration is a team work and only honest MD will not serve the
purpose.
